DEMOCRATIE ET PARTICIPATION CITOYENNE : LA SOCIETE CIVILE FACE AUX ENJEUX DE LA CONSOLIDATION DE LA DEMOCRATIE AU TOGO

Résumé

Dans les années 1990, la société civile naissante a oeuvré à
l’assouplissement et à la transformation du dirigisme politique qu’a connu le Togo au lendemain de son indépendance. Le climat politique qui l’a vue naître et l’évolution qu’elle a connue au cours de la même période lui confèrent une image stéréotypée : société civile de combat, société civile impartiale, société civile instrumentalisée politiquement.
Cependant, son redéploiement dans le processus de démocratisation constitue une véritable expérience de socialisation politique. Ses actions et stratégies participent-elles à l’enracinement de la démocratie ? Constitue-t-elle un acteur incontournable dans l’orientation politique du pays ? Le présent article analyse, à travers une méthodologie de type qualitatif, le rôle des acteurs de la société civile dans le processus d’affermissement de la démocratie au Togo.

Abstract
In the 1990s, the burgeoning civil society has worked for the
relaxing and the transformation of the political ruling system Togo has experienced just after independence. The political environment in which it grew and the progress it made within the same period confer on her a stereotyped image, that of fighting, impartial and politically influenced civil society. However, her engagement with the democracy process is a real socialization policy experience. Do its actions and strategies participate to the reinforcement of democracy?
Is it a key partner in the country’s political orientation? The current paper analyzes, through a qualitative research, the role of the partners of the civil society in the process of strengthening democracy in Togo.
