LE COUPLE « POPULATION / TERRITOIRE » DANS LES DECOUPAGES ADMINISTRATIFS AU TOGO

Les divisions spatiales successives du territoire togolais montrent que l’action du pouvoir central s’appuie sur une territorialité et une hiérarchie des distances qui fondent et révèlent des unités administratives changeantes. Les sociétés togolaises s’identifient, dès lors, à des entités administratives qui se distinguent par leur étendue, la densité de la population qui y vit et les distances entre leurs noeuds importants.
De l’Arrêté n°212 du 12 août 1927 portant organisation des circonscriptions du territoire du Togo à la Loi n°2009-027 du 03 décembre 2009 portant érection de préfectures et d’une sous-préfecture, le territoire national est sans cesse coupé, découpé et redécoupé. La taille et le nombre des démembrements restent tributaires de la période et des facteurs considérés : densité des hommes « et/ou » étendue du territoire. Reste qu’une difficulté réside dans le « et » qui, en rappelant l’inégale répartition des hommes, met en exergue l’impossible conciliation entre « population et territoire » quand ils sont pris comme facteurs générateurs de régions équilibrées dans le sens qu’on leur donne en aménagement du territoire. D’autres facteurs mériteraient-ils d’être considérés ?
La présente communication vise à montrer la nécessité d’un redécoupage territorial, dans un contexte togolais marqué par l’attachement des populations à leurs territoires perçus comme source d’identité et la recherche de la meilleure adéquation entre les hommes et leurs ressources. Elle repose sur l’histoire des découpages du territoire togolais et les logiques qui les ont engendrés ainsi que l’analyse de la situation actuelle à l’aune des enjeux futurs liés à la décentralisation et au développement du pays.

Abstract
Successive spatial divisions of Togo shows that the central
authority is based on territoriality and a hierarchy of distances based
and reveal changing administrative units. Togolese companies
identify, therefore, administrative entities that are distinguished by
their size, the density of the population that lives there and the
distances between their important nodes.
From the Order n°212 of 12 August 1927 on the organization of

as factors generating regions balanced in the sense that we give them
land.
Other factors they deserve to be considered?
This Communication aims to show the need for a territorial
redistribution, in a context marked by the Togolese attachment to their
territories perceived identity and finding the best match between
people and resources. It is based on the history of divisions of Togo
and the logic that generated and the analysis of the current situation in
the light of future challenges related to decentralization and
development.
