VERS UNE RÉFORME ORGANISATIONNELLE DE LA SÉCURITÉ MARITIME AU TOGO

Résumé

Résumé : Le Togo est engagé, depuis 2014, dans un processus
de réforme de la structure organisationnelle de sa sécurité
maritime. Cette transformation constitue une réponse aux
menaces sécuritaires et aux activités illicites auxquelles les
espaces marins et côtiers du pays sont exposés, notamment les
actes de piraterie et de brigandage, le trafic d’êtres humains, le
trafic de drogue, la pêche illégale. L’objectif de cet article est
d’analyser la contribution de l’Unité spéciale de garde-côtes
togolaise dans la sécurisation de l’espace maritime togolais et de
mettre en évidence la nouvelle stratégie organisationnelle de la
sécurité maritime au Togo. Cette réforme répond aux ambitions
maritimes du Togo, qui fixent le cadre d’une coordination de
l’action de l’État en mer afin de faire respecter sa souveraineté
dans les eaux relevant de sa juridiction.

Abstract: Since 2014, Togo has been engaged in a process of
reforming the organizational structure of its maritime security.
This transformation constitutes a response to the security threats
and illicit activities to which the country's marine and coastal
areas are exposed, in particular acts of piracy and banditry,
human trafficking, drug trafficking, and illegal fishing. The
objective of this article is to analyze the contribution of the
Togolese Special Coast Guard Unit in securing the Togolese
maritime space and to highlight the new organizational strategy
for maritime security in Togo. This reform responds to Togo's
maritime ambitions, which set the framework for the
coordination of State action at sea in order to enforce its
sovereignty in the waters under its jurisdiction.
