LE TRAFIC ET LA TRAITE DES ENFANTS EN AFRIQUE CENTRALE : STRATEGIES DE LUTTE CONTRE UN PHENOMENE ENTRAVANT LA LIBRE CIRCULATION DES PERSONNES.

Résumé

Quoique récent et émergent en Afrique centrale, le phénomène du trafic et de la traite des enfants ne se pose plus en termes de controverses autour de son existence ou non, mais, en termes d’amélioration des connaissances et de renforcement des réponses académiques, institutionnelles et communautaires à y apporter. Ce phénomène tire son origine de l’exploitation servile des enfants. Le trafic et la traite des enfants renvoient, sans oublier l’élément moral, à un certain nombre d’éléments matériels, notamment le recrutement, le transport, le transfert, l’hébergement ou l’accueil d’une personne âgée de moins de dix huit ans, à des fins d’exploitation multiforme. Posant la problématique de la mutualisation des moyens d’éradication, le présent article analyse les faits structurels liés à ce phénomène avant de suggérer un éventail de stratégies susceptibles d’enclencher une réelle dynamique de lutte contre ces pratiques.

Abstract:
Though recent in central Africa, the phenomenon of child trafficking and trading is no longer presented in terms of controversy about its existence or non-existence, but in terms of improvement on knowledge and consolidation of the institutional, academic and community answer to bring an end to this practice. This phenomenon comes from the slavish exploitation of children, also known as child labor. The phenomenon of child trafficking and trading, including moral influence, dates back to a number of elements namely: the recruitment, the transfer and the lodging of a person of less than eighteen years old for the purpose of exploitation. Problematizing the mutualization of the means of eradication, this article analyses the structural facts linked to this phenomenon before suggesting a set of strategies likely to provoke a real fighting dynamics against these practices which are seriously haleful.
