ATTEINTE DES OBJECTIFS DU MILLENAIRE POUR LE DEVELOPPEMENT DANS LA VILLE PILOTE DE TIASSALE (COTE D’IVOIRE) : UN BILAN DE L’OBJECTIF 7 RELATIF A LA MISE EN OEUVRE D’UN ENVIRONNEMENT DURABLE

Résumé

Les Objectifs du Millénaire pour le Développement (OMD)
sont un ensemble de huit objectifs adoptés en septembre 2000 lors
de la Déclaration du Millénaire, pour atteindre à l’horizon 2015
des progrès mesurables, tout en s’appuyant sur la capacité de
l’humanité à les accomplir. Plusieurs actions ont été mises en
oeuvre en Côte d’Ivoire pour l’appropriation locale des OMD.
Tiassalé, située à 125 km d’Abidjan, dans la région de l’Agneby-
Tiassa a été retenue parmi plusieurs autres villes pour abriter le
projet pilote des OMD. Dix ans (2005-2014) après le choix de cette
ville, le bilan reste mitigé. À cet effet, les enquêtes de terrain
permettent de constater que l’organisme local chargé de
l’Application des OMD (ONG-APPLOMD), a réalisé des actions
essentiellement focalisées sur l’amélioration des conditions de vie
des populations par la mise en oeuvre d’activités génératrices de
revenus. Ce sont des actions qui s’inscrivent essentiellement dans
l’atteinte des objectifs 1 et 3 des OMD relatifs à la réduction de
l’extrême pauvreté et la faim et à la promotion de l’égalité et de
l’autonomisation des femmes. Les 6 autres objectifs semblent être
mis en veilleuse, notamment l’objectif 7.
La présente étude a pour objectif d’analyser le niveau de
réalisation des OMD à Tiassalé à travers l’objectif 7 relatif à
l’amélioration de la qualité de l’environnement. La réalisation de
cette étude repose sur des recherches bibliographiques, des
documents d’archives, des images satellitaires (Landsat 8 du
12/04/2014 (196 ; 56) et Landsat TM du 22/12/1987 (196 ; 56)),
des cartes (cartes des équipements socio-collectifs réalisées à l’échelle 1 / 20 000 par le BNETD1 / CCT2 ; cartes des milieux
naturels de l’Atlas de Côte d’Ivoire (planches : A1 ; A2 ; A4 ; A5 ;
A6) à l’échelle 1 / 2 000 000) et des enquêtes de terrain relatifs aux
changements subis par l’environnement. Ces documents permettent
d’analyser l’application des OMD pour la recherche d’un
environnement durable à Tiassalé.

Abstract:
Achieving the Millennium Development Goals in the pilot city
Tiassalé (Ivory Coast) : A Review of Goal 7 on the implementation
of a sustainable environment.
The goals of the millennium for the development are a whole
(set) of eight purposes adopted on September 2000 during the
declaration of the thousand years to settle at the horizon 2015 some
measurable progress by focusing on the humanity capacity to
achieve them. For the local appropriation of OMD, several actions
have been put in place in Cote d’Ivoire. Tiassalé’s city which is
situated at 125 km from Abidjan in Agneby-Tiassa’s area has been
chosen among many others areas to keep the pilot project of OMD.
Ten years later, the select of OMD that community, the assessment
still mitigated. Our investigations have been shown that the local
organization for the OMD applying has realized some essential
actions based on the amelioration of the population’s life by
leading some activities spring of money. These actions place
themselves essentially in the realization of the objective 1 and 3 of
the OMD, relative of the reduction of the greatest hunger and also
the promotion of the equality and the autonominization of women.
The six others objectives seem to be put out light, mainly the
objective 7.
Our study has the goal to analyze and promote. The OMD at
Tiassalé through the objective 7, relative at the amelioration of the
quality of the environment. The realization of this study is based on
the bibliographic researches, some store data, some satellite images
(Landsat 8 of 12/04/2014 (196; 56) and Landsat TM of 22/12/1987
(196; 56)), some maps (Maps of the socio-collective equipment
realized in the scale 1 / 20 000 by BNETD; Maps of the natural circles of the Atlas of Ivory Coast (work: A1; A2; A4; A5; A6) in
the scale 1 / 2 000 000) and some investigations relative to the
changing undergo by the research of a durable environment at
Tiassalé.
